[kictanet] Gambia Shuts Down the Internet

Thank you Kivuva.  I like the proposal of a body to determine conditions
for a shutdown as it avoids arbitrariness in handling the Internet. Of
course such a body should be guided by principles so that we can have a
predictable environment.
Let's watch Ghana.
