[kictanet] ICT Authority Proposal to act on Quacks proper and within Legal Mandate

What I hear a lot in the arguments is the element of PermissionlessInnovation which is one of the tenets of the internet and what has been touted to have made it flourish. An element being underpinned that may be potentially curtailed if ICT people are put in a bill.
Where I am getting lost is so why do we have a stand alone Ministry of ICT? other ICT titled agencies?
Aren't there foundation elements that cut across the ICT work?
