But why do we lack policy coherence in this country? Mara the Ministry is
not supporting regulation of ICT practitioners,  mara it is supporting self
regulation and mara now ICTA is weilding a big stick?

Kwame Owino last week addressed the issue of policy corruption. Any of
these policies that come designed to control devolved structures or to
prescribe prerequisites for government tenders should be a cause for
concern.
