The bigger picture needs to come to play.
Once the Government has standards around operating with it, what next. Next the area business asks that you comply with the same and before you know it the MNC uses the "Government standard" as its benchmark. Next, small businesses cannot find work. Next some "compliant" keep getting the jobs.

The marketspace may be very big and distorted now for many to care or even feel the impact in the short term hustle.

I guess the message is "think of it as a wait for the boomerang to be unleashed or engage in and design the landscape."
To engage together, there is a lot of trust factors to be managed and "ujuaji" as all players are very knowledgeable. I guess that is what multistakeholderism is all about.
