Mr Mutua trying to regulate/ block OTT's by developing "Blocking software
A"  will spur an innovation "frenzy" from developers trying to out muscle
and out wit KFCB, thus creating a never ending cycle, i like the response
by Netflix  " services delivered over the Internet present all sorts of
novel questions for policymakers. " I tend to think that this is a high
level policy issue rather than an operational one.
