Can anyone shade light on this issue?

 

Although opening an account with Facebook is free, Kirinyaga County
Governor, Joseph Kirunyu Ndathi, has been accused of after allegations
paying a 'contractor' a whooping Ksh. 2,000,000/- to open a Facebook page
for his county. -
