I have two thoughts on this.

1. Kenya needs to have a delegation present in international negotiations. ITU, ATU, IPU, APPU and other 3-4 letter acronym multilateral organisations hold multiple meetings in a year at which member state representation is necessary. That said, Kenyans would get better value for money if the RIGHT PEOPLE are sent to these meetings and not those with no idea what is going on and are going shopping. It is very distressing to be at these meetings where the west have strong delegations who stay and debate to make sure their agenda is carried over while our African delegations (I generalise somewhat) disappear after opening speeches to go shop and meet relatives. Send the right people.
2. Can CA include in their annual reporting what meetings they sent or contributed delegations to and what the outcome of our presence there was? That would ensure we don’t have joyriders when they know they have to deliver for their absence at their desk.
