Take it this way...I buy a bundle for Sh1000. I get 1.5GB. There is an
extra 500Mb which I can sell.

At about 11K I get 20GB. You see the math.

The so-called "free" data can be repackaged into saleable data packages.

Onto the questions:

1. Safaricom has always been out-innovated by our young chaps. Whether it
is the guys who were running MPESA in Kampala and Juba or the guys who
created a thriving market for BongaPoints or this..you name it.

2. Yes. The behaviour is anti-competitive.

They have already sold the data and gotten their money, why do they want to
go after resellers and their customers?

I think these things will continue happening until the giant realizes it is
grown too big to be bothering with individual customers on some things.
Just let resellers handle it.
