Is this to say the system is not being future proofed with the intent
to go global, since in this case the physical location of said servers
should not be an issue.

When it comes to cost, i believe any internet traffic cost savings
will be translated to the maintainance and running of the local tier 2
data centers set up for this infrastructure. Am sure they are running
more than one for this.
