[kictanet] Licensing Framework for .ke

I can imagine:

1. .com are way cheaper
2. everyone by default wants a .com
3. Registrars have to always do the convincing to get a client to settle
for a .ke

suppose registrars boycotted the .KE for 2 months...

And CA still doesn't even want to let me have my ODHIAMBO.ke :(
