[kictanet] Telecoms regulator seeks powers to spy on consumers - Another case of Silly Season or should we be concerned?

Oddly enough the article cites "quality assurance" as the reason for monitoring subscriber data. 

Perhaps we need more information before a reasonable conclusion can be reached?
