@Dorcas,

There are very few local websites that would need scalability past Duo CPU
/ Multi-core setups with good memory so i guess scalability is easily
sorted or is a non-issue.

In terms of redundancy, two local sites would pull the trick very well IMO.
Say KDN Data Center with Sfaricom Data Center as a hot backup.
