Dear Colleagues,

AFRNIC is seeking community input on the IANA Stewardship Transition to
assist in the development of a proposal from the AFRINIC region that will
be consolidated into the join Nimber community’s contribution. We encourage
you to complete this short survey, which will take you less than five
minutes of your time:

Background
----------
On March 2014, the United States Government's National Telecommunications
and Information Administration (NTIA) announced its intention to transition
away from its oversight of the IANA functions and hand this role over to
the global multistakeholder community.  The current contract expires on 30
September 2015.

The IANA functions, currently managed by the Internet Corporation for
Assigned Names and Numbers (ICANN), include the  management of the global
Internet number resources registry (IPv4, IPv6 and ASN). AFRINIC, together
with the other four RIRs, is one of the IANA's key stakeholders.

A global consultation has been launched by the IANA Stewardship
Coordination Group (ICG) to enable a comprehensive proposal, which includes
input from all stakeholders, to be prepared. The proposal will be submitted
to the NTIA by September 2015.

In order to gather input from the AFRINIC region and contribute this into
the proposal, AFRINIC is conducting a regional consultation by way of this
survey. The other four RIRs are also conducting similar surveys in their
own regions.

The outcomes of the survey will guide our discussion during the IANA
Oversight Transition discussion session taking place during the AFRINIC-21
Meeting in Mauritius, 22-28 November, 2014. Remote participation will be
facilitated.

Contexte
————————
En Mars 2014, l'Administration Nationale des Telecommunications et de
l'Information  (NTIA) du gouvernement américain a annoncé son intention  de
transférer son rôle de supervision des fonctions de l'IANA  à la communauté
mondiale multipartite. Le contrat actuel de supervision arrive à expiration
le 30 Septembre 2015.

Les fonctions de l'IANA, actuellement gérées par la Société pour
l'Attribution des Noms de domaine et des Numéros sur Internet (ICANN)
incluent la gestion globale des ressources numériques Internet  (IPv4, IPv6
et l'ASN) administré régionalement par les RIRs. Pour rappel, AFRINIC, tout
comme quatre autres RIRs, est l'un des principaux récipiendaires des
services de l'IANA.

Une consultation mondiale a été lancée par le Groupe de Coordination de la
transition du rôle de supervision des fonctions IANA (ICG) afin de parvenir
à une proposition globale. Laquelle proposition qui devra inclure la
contribution de toutes les parties prenantes. Une fois finalisée, cette
proposition sera soumise à la NTIA  en Septembre 2015.

Afin de faire connaitre la position de sa communauté AFRINIC conduit une
consultation régionale dont ce sondage est un élément. Les quatre autres
RIRs conduisent également des consultations similaires dans leurs regions
respectives.

Les résultats de ce sondage serviront  de base pour les discussions lors de
la séance dédiée  à la Transition du rôle de la supervision des fonctions
de  l'IANA  pendant la réunion d'AFRINIC-21 qui se tiendra à  Maurice du
22-28 Novembre 2014. La participation à distance à cette séance sera
disponible.
