Victor,

More often than not, openly reporting fraud is not (commercially or
professionally) practical.

You will make enemies in the organization (meaning no more business or
promotions from those who remain).

Recently, a public official told me how his colleagues penalized a firm
which exposed fraud in their department.

Using a loophole in procurement law/regulations, the IT firm was just
locked out of the re-tendering process.

The public officer concurred, the penalized IT firm was correct about the
fraud (scheme) it exposed.

Employees who openly expose their colleagues involved in fraud are also
likely to be penalized.

As such, the CID should not wait for incidents to be openly reported before
initiating investigations.

Anonymous tips can be very valuable :)
