[kictanet] Who was involved in laptop tender decision process

Yeeks! Ory, was going to share this, noticed the same. Key members of ICTA
were involved here including Prof. Elijah Omwenga. KICTANET is a good forum
for ICTA to come clean and win our support. Otherwise their tenure is going
to be smeared with this...hope someone is preparing a statement!
