terrorists then they can be stopped before they do any harm.

Actually, one use case of Big Data is national security. All the
communication within a country is filtered through 'The Machine' and one
becomes a 'person of interest' if his/her communication makes them one.
Otherwise the intercepted data is discarded. From here, human assets can
dig deeper and prove a suspect's innocence or otherwise.
