When is the last time the Kenyan govt was broke? I think it was during
Moi's rule, when it literally had to beg for dollars. I remember Prof. the
late George Saitoti was tasked with this.
At the rate things are going with Uhuru's govt, very soon we might be at
that level again, and I pray that we'll get Trillions of Yuan - price for
every head in Kenya, born and unborn.

Anyway, I think they are not able to download and install Adobe Reader so
yes, someone should supply it. It's nothing compared to SGR in terms on
cost.
