Even with corruption, did not think the most populous nation in Africa
(which has even launched satellites) would demonstrate such a lack of local
initiative/ethics ):

It is not clear if Mastercard has developed an actual payment/verification
network in Nigeria, after registering a local firm/subsidiary in Nigeria.
In another (long article, last few paragraphs) article, the largest US
retailer is building their own payment network (a very expensive venture)...
