 Dear Grace
 
 
 
 Thank you to
 those who attended the ICT Authority Bill breakfast meeting
 held on 21st
 August 2014 at Serena Hotel. For those who
 did not manage to attend,you can see below a summary of what
 was discussed.
 
 Sector
 capacity and Skills: The Ministry of ICT and ICT
 Authority will pursue a robust engagement with the Private
 sector. Stakeholders are invited to input to the PPP's
 framework to give the ICT perspective. Already, the
 Authority has developed policies, standards and guidelines
 on hosting government websites and trained a core
 team.ICT Authority bill: The
 Ministry is drafting the ICT Authority bill, which will be
 subjected to public participation. Stakeholders are invited
 to contribute to the legislation.Cyber
 Security: To address the current challenges the
 government has constituted an inter-agency collaboration
 team in addition to the newly launched Kenya Computer
 Emergency Response Center (KCERT). The Ministry is also
 collaborating with the Directorate of Public prosecutions on
 the issue.Bills in Parliament: The
 Information bill has already been tabled in parliament. The
 ICT Ministry is currently working on the Data Protection Act
 and Access to Information Bill. This should be ready by
 December 2014.Local Content
 Framework: The Ministry is drafting the local
 content Framework that will give affirmative action to local
 ICT business in Kenya and compel Multinationals to use local
 skills and plough back gains in the economy. This will be
 shared for stakeholders input.Roaming
 Charges: From 1st of September 2014 roaming charges
 will be abolished. A Gazette notice will be published on
 this.Wireless Broadband Spectrum Policy
 Inputs: Stakeholders are invited to input on the
 Spectrum policy which will be open for public participation
 in the next few weeks.Rwanda ICT Sector
 Conference: A team drawn from the private sector
 will be constituted by the ICT Authority to represent the
 Country at the conference and convey Kenya's
 Agenda.Innovation Conference: An
 innovation Conference will be held on 4th-5th December that
 will bring together venture capitalists and innovators. This
 will look into how to monetize innovations.
 ICT Infrastructure on LAPSSET Corridor
 Project: All Heads of States have agreed that ICT
 infrastructure will be input from the project
 inception.Government Digital
 Payments: A team is working to move more government
 services to the digital platform in the next six
 months.ICT Master Plan execution:
 Already embarked on the implementation of the 16 critical
 projects identified e.g e-procurement, e-citizen portal.
 
 Once
