Mr Kioko you have point; innovation is about continuous improvement.

Just show explain that improvement should be in the Kenyan case; how do you or anyone propose to take telecom services to Mandera so that they can enjoy what others enjoy in urban centres like Nairobi.

Absent of such alternative(s), the USF is the best option we have at the moment.

The fact that things have successfully been done elsewhere doesn't mean there aren't newer or better ways to do them. 
This is how startups like Uber emerged, doing what has been done for ages in a new way.
