1. Pervasive CCTV on all major routes and public spaces
2. Shared/Centralized databases for biometrics
3. Comprehensive "Watchlist" with as much biodata on suspects and
potential suspects as can be gathered
4. Facial recognition technology
5. Top notch physical and digital forensics labs, tools and personnel
6. Encrypted inter-personnel communication (especially for first
responders, investigative teams and key decision makers)
7. Fully integrated border control systems
8. Intelligence/Law enforcement access to all debit/credit card
transactions (identity, location and time/date, not amounts)
