[kictanet] Kenyan Tech Firms and Transparency

Well, they are all still draft bills, only the year keeps on changing.

Problem is, there is no clear timeline - at least to my knowledge, for when
they will be tabled in Parliament, or if at all as CIC already approved
both of them and forwarded them to the AG sometime last year.
