What legislation will prevent a terrorist from buying a line using the
thousands of National IDs that litter the city?
What will prevent a terrorist from using the friendly welcoming Kenyan
neighbors to buy lines on their behalf?
What will stop terrorist from raiding a shop and making away with all SIM
cards?
What will stop a terrorist from mugging you and me and using the phone?
