[kictanet] Measuring broadband QoS

Bingo!

THis is long overdue and I hope the Kenyan study comes soonest. We are
being ripped off on broadband and no one knows exactly how pricing is done,
there is no easy way to monitor how your "bundles" are being used up and
unlike voice, there seems to be no regulation here.

Such a study would form a good basis for formulation of regulation as to
pricing and quality of service.
