[kictanet] Czech Regulator halts spectrum bidding because bids were to high

In what should be an eye opener and probably a good move to follow, the
Czech regulator has halted bidding for 3 spectrum bands after the bidding
reached triple what it was targeting. The regulator is afraid that the high
pricing will slow network roll outs or make data pricing unaffordable.

I wonder if other regulators look at such.
