[kictanet] Results Transmission System

The PollBook (BVRs were used to create it) is different from the Results
Transmission System (used to transmit results to National Tallying Centre).
The IEBC chairman has since confirmed that the system in use was built
in-house.
I guess the procurement process was terminated.
