Bw. Mutua - the objective appears noble but how do you deal with
the apparent loophole of an individual making numerous frequency
applications using "proxy" broadcasting companies (companies he sets up
using his friends, etc)?

This is as it should be. I personally commend CCK for taking this step.
It will go some way in reducing frequency and spectrum hoarding.
On another note may I be allowed to make a constructive critique of the
PR Practice at CCK. This is not addressed to you personally but to the
C-Level executives at CCK and the ICT Ministry at large.
There is a lot of discourse on this list on issues that touch on the
mandate of CCK and the ministry. I have personally noticed that CCK
desists from making any comments (at least the majority of times) on
issues that touch on its mandate. There is usually a loud silence. This
list as I believe is not to just criticize but to have a conversation
so that we can improve this space. When you guys keep quite you make a
nonsense of this. We want to engage with you and improve the lot of
this country. Please consider re-evaluating this stance. Obviously this
list is of use otherwise you wouldn't post press releases.
I'm sorry if I'm coming across as 'Preachy' but the days of feeding
press releases and ignoring every thing else are gone. Lets embrace
this new dispensation.

CCK reviews prices for broadcasting frequencies
Broadcasters with more than one frequency per broadcast spot or site
will from next month pay higher fees for the spectrum.
The Commission today revised the broadcasting frequency fees in an
attempt to address the existing disparities in the distribution and use
of broadcasting spectrum in the country.
The new charging methodology shall ensure fair distribution of
broadcasting frequencies, and promote competition in the sub-sector.
In addition, the methodology will enhance plurality and diversity of
views and opinions as envisaged in the ICT Sector Policy Guidelines and
the Kenya Information and Communications Act, CAP 411A.
The new charges will be based on the following formula:
New frequency fee payable per site = (2^n-1) x current fee. Using
this formula, the fee payable per site is as follows:

Zone A (High Congestion Zone)
Zone B (Low Congestion Zone)
Broadcaster with 1 frequency in one site
FM: KShs. 130,000/= p.a.
TV: KShs. 360,000/= p.a.
FM: KShs. 65,000/= p.a.
TV: KShs. 180,000/= p.a.
Broadcaster with 2 frequencies in one site
FM: KShs. 390,000/= p.a.
TV: KShs. 1,080,000/= p.a.
FM: KShs. 195,000/= p.a.
TV: KShs. 540,000/= p.a.
Broadcaster with 3 frequencies in one site
FM: KShs. 910,000/= p.a.
TV: KShs. 2,520,000/= p.a.
FM: KShs. 455,000/= p.a.
TV: KShs. 1,260,000/= p.a.

the frequency charging Zones A and B is provided on our website at

Frequencies are national resources that should be distributed fairly
and equitably.
