I used to work for KGB in my earlier life :-)

But on serious note, we need a unifying framework for government while simultaneously allowing depts and agencies to work independently.  Think "Internet" with TCP-IP as unifying framework/standard while different agencies (e.g. IETF, W3C, ICANN, Regional Internet Registry do there thing independently but within this unifying framework/ecosystem) 


Yes, government has to be careful NOT to adopt the traditional "communist" type of centralization. Otherwise we are all cooked.

Seriously though as long as clear deliverables are spelt out af a good team in place it can have profound results for this country. 

I also concur about mini CIOs in every Ministry.
