The invitations for industry, consumer and government stakeholders are on the way.  I am sure you also appreciate the constitutional requirement for public participation and the need to solicit comments on the draft regulatory instruments from as many sections of society as possible.  The public notice was meant to serve this purpose.

Dear Wambua et al,
There appears to be too many parallel efforts at dealing with the bills or sections related to the media and communications industry. So much effort was already made in reviewing the two Bills. I am not too sure the current initiatives are are meant to build onto the efforts already made before. And don't the people involved in the new initiative have an idea about who the stakeholders are? I have not seen any targeted invitation, beyond the said newspaper advert.

STAKEHOLDERS CONSULTATION FORUM ON DEVELOPMENT OF POLICY AND LEGISLATIVE FRAMEWORKS FOR THE IMPLEMENTATION OF ARTICLE 34 OF THE CONSTITUTION
The Ministry of Information, Communications and Technology has established a Working Group to align the ICT sector policy and legislation with the Constitution of Kenya.

The mandate of the Working Group is to develop a draft policy and bill for the implementation of Article 34 of the Constitution and to undertake consultative meetings with relevant stakeholders and members of the public on the draft proposals.

In this regard, the Working Group has developed a draft ICT sector policy and a draft Kenya Information and Communications (Amendment) Bill.

The Working Group is scheduled to hold a Stakeholders Consultation Forum on 9th July 2013 at the Kenya Commercial Bank Leadership Centre - Karen to discuss the draft regulatory instruments. The Forum will kick off from 9.00 am.

The documents to be discussed can be accessed electronically from:
