[kictanet] Data as a utility bottlenecks

Hi,

I believe the issue is why have we refused to classify data services as a utility thereby resolving this issue once and for all.  It is scary that a developed economy/society like the US of A is unable to resolve this issue.


Have you ever heard of KPLC or CCN being denied access to a premises?

This is definitely a contentious issue which must be tackled judiciously by both industry players and the government. 
Infrastructure that goes towards actualising universal access must be treated judiciously.
