[kictanet] Data as a utility bottlenecks

Hi,

It seems the failure by building owners to accept data services as an essential utility is not peculiar to Kenya, providers in the US are experiencing similar resistance.

Could this be a worldwide problem or might it just be that most building "caretakers" in the USA are Kenyans?
