There is no minimum FTAs.  Indeed we should have as many as needed. 
Broadcast has been the preserve of the rich but now we can change this and
create a new world order.  Soon you will see the same in Radio Broadcast
where community radios suffer but with wider reach (hopefully National)
much can change.
