[kictanet] Open Data

Typically open data has been processed prior to being 'opened' in order to
clean it, anonymize it and make it useable outside of the platform that
created it. I believe it is possible to provide data as open in a near
real-time way when your infrastructure has been designed to do so. I would
however hesitate to refer to open data as a system. It's a philosophy, a
culture that is abstracted from whatever OLAP or BI infrastructure an
organization uses. It's not technology, it's empowered by technology.
