[kictanet] Consumer Protection and KPLC

There is still no separation of infrastructure and business for KPLC
still owns and manages all transmission lines from pre colonial times
upto when KETRACO was formed, that is about 98% of all lines. KETRACO
only owns new lines from now henceforth
