Ducting usually accounts for over 60% of the cost of laying fibre-optic cables. Just like any other communication system, the problem is not with the links between towns which NOFBI addresses. The problem is with  the last mile, i.e links to homes and businesses. As result many jurisdictions are conducting studies on the most efficient way to deliver broadband to homes and businesses.   The EU study of July 2012  is available
herefor those who want to dig deeper into the matter.
