Maybe Kenyan procurement (laws) do not prioritise good leadership
(reputations not associated with bribery + deception) + practical
experience + certification of skills.
Maybe Kenyan procurement officials (if not laws) require 3 five million
dollar deals to cut out Kenyan SME's?
