[kictanet] Govt: Children will not take laptops home

Locking the devices in "secure rooms in school" may be a good strategy to
deal with the safety of the devices. However, lots of CPU cycles will
remain idle for the better part of the day, at the same time denying the
kids an opportunity to interact more with the device.
