[kictanet] Reviewing Kenya ICT Board Performance- You can write a guest post

Thank you Rebecca for this initiative.
I wonder whether the ICT board will be conducting its own evaluation and 
how this can feed into their process.  Peer reviews are valuable not 
only to stakeholders involved but also in informing future decision 
making processes.
