Ali
No L was not aware of the tender that's why l said 'perhaps' but am
checking. We at the Taskforce have been categorical that we do not
duplicate efforts and that's why we have opened up to private sector
involvement. Incidentally, we are in Berne, Switzerland  to engage the
Universal Posta Union on the same lines. As you maybe aware, the UPU is the
apex UN body that deals with global Postal matters. Our standards therefore
will have to be informed by those set out by the UPU.
We can't therefore afford to have a multiplicity of efforts- it will not
have the desired results
Once I have checked I will let you know
