Explained to some extent in the book 'Why Nations Fail' by Daron Acemoglu & James Robinson. Nations with leadership that's elitist, extractive and self-centred leads to increased poverty.  

Sadly, such leadership seems to be the norm, rather than the exception in Sub Saharan Africa. 

True and sustainable wealth will be achieved when the norm is to have equal property rights, affordable access to justice, education etc. Make it easier for people to be included in production/wealth generation not more difficult. 

If we have such a nation (as has sort of been in the US for the last two centuries) it will be easier to build and sustain wealth.
