[kictanet] Enable access to SKYPE at Ministrys

Last week we wanted to do a Skype meeting with a Ministry of Education  
officer, a partner from Canada and the Network for Non Formal  
Educational Institutions (N-NFEI)but it was not possible because the  
Ministry IT Section has blocked all staff from accessing some programs.
Skype is one way that the world is using to hold international  
meetings and the Government must enable access.
I believe that today the world is using the various windows in the  
internet ie: Facebook,Skype etc to do business, programs and  
development activities. Time is long gone when they were used for  
social reasons only.
