[kictanet] Ethiopia retracts VoIP ban?

My understanding is that the law on VoIP is not yet passed - but still  
a Bill in Parliament or something. However, it is supposed to still  
allow using skype for work - the main target are internet providers  
(cafes etc) who have been offering computer to phone services for a  
fee. Which might suggest the monopoly telco is pushing this b'se its  
losing revenue.
