Alice,

On the ITU national consultation process, I could be wrong but I'm yet to
see even one national process in Africa...the positions seem to have been
consolidated within the ATU process, and not sure how bottom up or open to
comment that is.    So the rhetoric that the ITU is trying to fight is not
being helped by the opaqueness re the process by people can contribute /
participate.
