[kictanet] 'Poor' ISP reputation sees Kenya web traffic blocked

A cursory look at that seems to indicate it can belong anywhere - even
outside KE.
I did not see any KE ISPs named in that, nor their IPs - but I can reread
if someone points them to me if I missed the names/IPs.
For it is a very beautiful report - good for the water closet.
