[kictanet] Under 18s and Mobile Phones Registration

Can someone at CCK inform me what will happen, come Dec. 31, to those
under 18 who have mobile phones but cannot register lines due to not
having IDs. Can it be inferred that those under 18 are not supposed to
own phones/lines?
