In short, full participation is by Member State delegations.
The following can attend as observers:

intergovernmental organizations operating satellite systems (CV 269C<http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx>),
specialized agencies of the United Nations and the International Atomic Energy Agency (CV 269D<http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx>),
other regional or international organizations dealing with matters of interest to the Conference (CV <http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx> 279),
Sector Members referred to in CV 229<http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx> (recognized operating agencies, scientific or industrial organizations and financial or development institutions),CV 230<http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx> (other entities) and CV 231<http://www.itu.int/net/about/basic-texts/convention/chapterii.aspx> (regional and other international organizations)
There is a fee of CHF5500 for each organization that attends. Multiple people from that organization can attend.

Count me in for the Dubai trip. I presume however that this will be coordinated by the KIGF? Not sure who will have delegate status at the Dubai WCIT event. Guess we can check that on the website.

The campaigns towards WCIT have reached a point where there are indications to split ATU along Franco/Anglo divide. As agreed in the last EIGF, we must have a fall back position which has a stakeholder blessing. We must therefore have the minutes of the meeting itself with a clear position.
Commonwealth for example wants us to have a common position. One of our Assistant Ministers is attending the Commonwealth meeting with our resolutions and I have made it clear that they have to accommodate our position if we need to agree on a common position.
I need to know how many of you will make it to Dubai. We shall need a pre Dubai meeting of the delegation.

The next (and probably last) such meeting is scheduled for 25-26 September in Accra.
