Alice

Thanks for sharing. Congratulations to Uganda for moving to make these public and to invite public comments and discussions. That's truly what Internet Governance is all about.

Can we now follow the lead of Uganda? Who at the CCK or Min of InfoComm is leading this process in Kenya? I have severally asked this question on this list and unfortunately there has only been silence..How can we further contribute after our own KIGF?

The ITRs are part of a treaty framework that establishes general principles to guide the governance and operation of international telecommunication. The ITR treaty was adopted in 1988 and since then, no updates have been made until now. However, it’s emerging that some member states believe that the treaty should be expounded to include internet regulation. There have been proposals related to IP addressing, cyber security (giving states more control over access over content and access to networks), spam, interconnection, Quality of Service (QoS), etc . Therefore, decisions made at this conference could redefine the international regulatory environment for the internet and telecoms in the 21st century.

The commission further seeks comments on the document to have a firm national position to be submitted at the WICT.
