Were the GOK charges VAT,Import Duty, or Excise Duty or just handling charges by some other authority?
If not the latter,then a clarification from KRA is required.

an ebooks reader is not a book like a hotel is not food. an ebooks is
a digital product so the kra is right in billing for the hardware.
