[kictanet] Why Kenya has not Operationalized the Universal Access Fund?

Can CCK tells us clearly what the position is?

IDRC funded the process and we've not seen much come out of the fund beyond the study! Rationale for not operationalizing it?

Lobbying by mobile operators including the argument that it would add to the cost of calls. At the moment, a different approach is being tried, lower fee and waivers for those setting up first in under-covered areas.
