Higher wages do not necessarily mean that bribery will reduce,we have highly paid government officials who still ask for bribes,the biggest problem in kenya is moral decay and lack of patritism,we do wrong and we do not care at because we do not care about ethics and norms.
The society glorifies those who have regardless of how they acquire their wealth.

I don't think you can expect to reform the police without
paying them a proper wage, instilling a sense of pride in
their work and giving them the necessary resources to
perform. When some police are forced to live in slums, is it
any surprise that they will try and extort money from
motorists directly or indirectly? I'm not pretending there
is a quick fix to this issue but the very basics have to be
addressed first.
